"Connecting to remote server failed" when debugging on Android 7 only

I'm getting the following error when I try to debug on Android 7.
"Connecting to remote server failed:
Remote communication error. Target disconnected.: No error."The same code and debugging works fine on Android 5 on another device, just not on Android 7.
I'm running Qt Creator 4.4.1, Qt 5.9.2, Android NDK 13b, Android SDK Tools 26.0
Its the same issue as this question, but I've rolled back Android SDK Tools to 25.2.5 and I still the same error.
