"Design" button is disabled

I just installed QT creator 2.1.0 on Windows. When I create a new Qt C++ Project (Qt Gui Application) and complete setup steps, the "Design" button is grayed out. I've also installed on Ubuntu and had the same result. Is there a package that has to be installed for the Design button to operate?

Do you have a "designable" file e.g. a .ui file selected in the project view panel?
