Building error when try build qt static from source

Hi all,
I want to build qt 5.3.1 STATIC with MSVC 2013 on windows 7 but I got errors.
Here are what I did:
I download qt 5.3.1 source from
http://download.qt-project.org/official_releases/qt/5.3/5.3.1/single/qt-everywhere-opensource-src-5.3.1.zipPrerequirements:
Perl, python34, ruby, icu directx June2010, Windows SDK7.1a ...I run this:

@I googled how to solve the RPC thing and I noticed that I already put windows sdk 7.1a at the first of my INCLUDE environment var.
Did I miss something?
