Since I'm an evil Russian binaries are forbidden for me.
I'd like to get a direction of where the source code and perhaps building instructions are for the file https://download.qt.io/new_archive/qt/5.6/5.6.0/qt-opensource-windows-x86-mingw492-5.6.0.exeI'm also not familiar with Qt whatsoever, just trying to build MultiMc on my windows machine.

You cannot get Qt binaries and want to build Qt so you can build MultiMc, or you cannot get MultiMc binaries and want to build it from source?
Older Qt binaries are available here, perhaps that is accessible to you.
From what i can see, MultiMC should be fine building with Qt 5.6+, probably any later Qt 5 will do.The Qt 5.6 source, and later versions, can be had from GitHub (if not blocked). Building Qt may not be a simple task.
