The official Qt documentation states that you generate .ts files from the Extentions > Qt VS Tools > Create New Translation File menu item:

    https://doc.qt.io/qtvstools/qtvstools-translation-files.html

I have Qt VS Tools 2.9.1 installed and there is no such menu item....

    What am I missing?

I guess it might be a case of stale documentation from some previous extension versions?

You can create a translation file by going to Project -> Add New Item and choosing it from the Qt category on the list of file types.
