Adding platforms after offline installations

Hi everybody, this is my first post, so glad to find you.
My question is: I noticed that with the online installer I can choose all platforms/targets available for my windows host, but due to my company network slowness I preferred to download offline installers outside and bring them here.
I installed the MinGW Windows 32bit package, then I tried to add the Android platforms using the other offline installer, but it seems it wants a new path, so no merge/overwrite.
So I uninstalled and used the Android offline package, but, if I want to add, let's say, the runtime for windows 8.1, or other platforms, what is the right offline way, if any?

To the best of my knowledge, what you want to do is only possible through the online installer
