[SOLVED]Bluetooth low energy on iOS and Android

I heard that's not possible to use the Bluetooth Low Energy on Android and on iOS so I would like to be sure of this.
Moreover, I know that the bluetooth is blocked on iOS, but I would like know if with a apple developper status, it still impossible or if it's allowed.
