I would say it depends on your mobile device. If the platform provides support for OpenCL then you should be good.

I'm thinking about tegra for example... Does exist any "IDE" for developing? I mean... is necessary to have the "mobile"? Or... Do SDKs such as Android provide support for debugging and emulating "gpus"? -
You should rather ask this on an OpenCL forum, you're more likely to get a good answer there
