Qt for device creation development license

Hello, i'm a little bit confused with device creation license: i understood that i need to buy distribution license which price depends on number of devices(or type of device, it doesn't matter - it is case specific). But what about development? Can i develop using open source license and then sell my devices using distribution "per-device" license? If no, where is price for "development" license for device creation? I see only Application license which is ~4000$ per year

If I've understood the license correctly though, the Qt for Device Creation license covers both development and distribution. The development part is fixed-price, while the distribution part is priced per device.
