What is QT Console in Anaconda?

I have found a little about it, but I don't know what it is. It says it uses some kind of PyQt, but can I use it for windows with PyQt

It says PyQt so it must have some of the features, but is there a way to use all of them or would I need something like TKinter to make a window and controls?
