I want to create application on my Ipad, but I haven't bought developer program. I am able to run my app on IOS simulator, but I don't know if it is possible to take release files and install them on device. Is it even possible?

No you can't. To develop/test on a device you need to be in the developer program.
And I have to pay for that right?
