i want to know that can i make money by developing and publishing Nokia X Free applications -

That question is not really Qt related.
How you monetize your application is up to you and the rules of the related app store. I'd guess the google's Play Store since AFAIK the Nokia X is running a custom Android.

Nokia is not shipping Google Play Store by on their X devices (it can be installed manually, of course).
