I see Qt is good for light software design, but Web target is not covered so well.

No monetary payment is required if you use Qt under the LGPL license. You are encouraged to contribute to the community instead of paying.

Note:

You must still take care to comply with the LGPL requirements. Not all Qt modules are available under the LGPL license. For example, the Qt Network Authorization module and the Qt Quick 3D module are only available under commercial/GPL licenses, but not LGPL.
