How can i install QT 5.12 /QT 5.11 on my ubuntu16.04 using 'apt-get install' command?

I am not sure about it.

I prefer downloading Qt and then install as it contains all necessary components/tools .

So far as I am aware, you can only use apt-get install for whatever version of Qt was released at the time of the OS, which was certainly not yet 5.11 for 16.04. For a newer version in an older OS you do the install from Qt instead.

If you want to find a recent ppa for Qt 5 you should rather content the folks at Ubuntu directly and/or search https://launchpad.net/
