translucent app on top of the Dialer

Is it possible to make app which would show itself on top of the dialer window (with incomming connection) with transulcent window to be able to use system keys from Dialer (like keyboard, mic, other buttons). In the upper half of the window app should display some data fetched from external server through REST API based on the phone number from incomming connection ?
For now this is for Android but later also for iOS.Best,
