Android get output file by USB

Good day!
I would like to create output file, that users can get this file via USB. (all devices including devices without sdcard)
First of all, file was created in /storage/emulated/0. I can't get this directory via USB 0_1526225112411_9e782de9-7e0c-40c0-ae76-69d9a0902d09-image.png
Secondly, if I touch to update in "Files"
0_1526225399861_438e8877-6a51-486a-a0fc-9fb3220bce0b-image.png
I can see this file via USB. (I think that it move from emulated storage)

If i change existing file, changes don't apply. I must repeat the previous steps

How can I create output file on device without external storage?
