Qt Designer Just Isn't An Option?

Hey I'm new I am learning how to develop in python/pygame
I currently want to make a tile editor so I downloaded qt [url=https://www.qt.io/download/]here[/url]
I can find qt creator but not qt designer
which is what my friends recomendedI have tried qt creator and going to File->New File or Project->Files and Classes->Qt->Qt Designer Form
but that doesn't display properlycan someone explain whats up with this?
