Difference of [Deploy <=> .apk]

Hello folks,

i´m wondering what exactly is the difference between performing a deploy to an embedded device directly or packing an .apk file and use that as an installer on the device (since .apk files can be distributed).
Until now i used my Android running XPeria Z2 and performed both ways.

Background of my question is i´d like to have a way to generate files for wheezi (running on Pi2) which have the same function like .apk files for Android.

In the Pi forum i got the hint, it has to do with the dpkg manger. Now i can find usefull things via google.
