Force another applications menu widgets on a second monitor

Two monitor ubuntu setup(could be other distro if easier) .
I would like to modify Qt (maybe there is another easier way?) To always render the menu bar and menu widgets of an application on a second monitor. The first monitor should display the application but not the menu bar or drop down menu selection process.
P.S. good bonus would be if the menu can be forced to stay expanded on all possible submenus (second monitor)
Any suggestions??
