Trying to compile a static library for Qt but it keeps giving me this error 2

I have searched google for the last ~~3 days and have tried other solutions to the best of my abilities. I still cannot fix this. I cannot find a solution, so please help me.

I believe it's 4.8, I'm taking that from the top of the cmd prompt when I tried to compile it. Not sure if it's right though. I don't know the way to check it other than that though.
