how to create watermark simply?

We have two labels on the page, the first label is the image and the second is the text. We want the second image with opacity to be placed on the first label without using any methods like opencv or numpy or similar methods. But whatever I do, I can't reduce the opacity of the second label. Please guide me with a sample code.
