cannot install qt-unified-windows x86 on windows 10 64 bit

So I installed the VC_redist_x64.exe and VC_redist_x86.exe (tried both) but every time I try to run qt-unified-windows-x86-4.1.0-online.exe I get the following error message:
The code execution cannot proceed because VCRUNTIME140.dll was not found
It is in my path these dll files are in windows/system32
Yesterday I noticed that the CDN on cloudfront was serving a corrupt exe file when you downloaeded the windows open source installer.
any advise? Thanks
