If you do not want to use the Qt Online Installer, you need to either install macports or homebrew.

Isn't there such a console command for MacOS?

I gave you two links for unix package manager for macOS that work on the command line. What more do you need ?

this is what i looked for:

sudo python3 -m pip install PyQt5

Well, installing PyQt5 or just Qt is not exactly the same thing. You should be more precise when asking questions.
