The system download submodules error Access Denied.

It seems that their cloud storage has seen some access control changed. You should try with a different mirror.

@SGaist From my experience in the past, mirror servers from China have never been reliable, because it is behind GFW.

Indeed, you have the mirror option as well for the maintenance tool.
