Unsolved Cost for doing embedded development?

I am having troubling finding this information on the site.
Can one do embedded development with the Open Source version of Qt or is the Pro plan required for proper licensing?

The open source licenses (GPL and LGPL) give you the freedom to develop for embedded systems. The only requirement is that you to pass on the relevant freedoms to your customers/users (see https://www.qt.io/faq/tag/qt-open-source-licensing )
Remember to check the licenses of the modules that you want to use: Some modules are available under both GPL and LGPL, but other modules are only available under GPL.

If you can satisfy GPL or LGPL terms with your embedded device, then sure - you can use Qt open source.
In most cases, though, commercial is the way to go. You will get a lot of goodies and help with setting it all up.
