Internet "Parental control" on mobile devices in Qt application. How?

Just got confused by one question: is there any way to write cross-platfrom application that will be kind middleman between applications and internet that will be working on iOS and Android? The example of use-case: I don't want to allow my children to visit pornhub and I make a rule in this application that is blocking traffic. Is there any way? -
Natively on iOS it's making through the Network Extention
Another way to implement MDM Protocol (Mobile Device Management protocol)
But is there solution on Qt for this kind of issues? -
