Commercial use of MySQL plugin as a client, is a license required?

I've read everything on the web and can't figure out if I need to pay a license because my application is redistributed with the MySQL plugin.
Some says that you don't, other that you do.Actually I have the same question for the Oracle plugin.

It depends on how you redistribute your application, if it's not under GPL then it seems (from the "licensing":http://www.mysql.com/about/legal/licensing/oem/ page of Oracle) that you have to buy a commercial license from them (see Q3)

The application is not open source (so not under GPL)

I've already saw a variant of that suggestion once and after verification, it's a bad idea.
Your application will use the plugin, so it will be considered an integral part of the package, The fact that your user should go and download the needed elements doesn't make them less an integral part of your application.

I've no interest in MariaDB or any other db because I don't install or suggest the database, I only connect to it. That's why I wanted to ship as many qsql plugins I could.
The suggestion I found said that GPL had to do with the distribution not with the application use.

Licenses like GPL explain what you can do with the code including use and distribution.
