QtDesigner - How to add a submenu to a menu in the menu bar?

Using QtCreator 4.6.2 and Qt 5.11.1 on Linux Ubuntu 18.04.1, it doesn't seem possible to add a submenu to a top-level menu item using the Form Designer. I can only add QAction menu items, but no submenus that open up a new list of items.
Is there a way?

Hello, please try the following:
- Add a new menu entry
- Click on the blue plus icon at the right side of this new entry
At least that's how it works for me :)
