What's the point of QTextCodec::mibEnum?

What is the point of "QTextCodec::availableMibs()":http://doc.qt.nokia.com/latest/qtextcodec.html#availableMibs and the corresponding "QTextCodec::mibEnum()":http://doc.qt.nokia.com/latest/qtextcodec.html#mibEnum when looking at the source, there is no real consistency in what's included in the Qt builds?
There are several negative values in the download I obtained which are not part of the "IANA assignments":http://www.iana.org/assignments/character-sets and I can't see how these are at all useful if they don't stick to the standard.
Can anyone explain why the MIB is used and/or who is meant to control the addition of codec plugins which one would imagine should be standard?
