Simple .... Launch a Meego N9 Phone http://www.telegraph.co.uk/technology/nokia/8611595/Nokia-N9-may-not-launch-in-UK.html and in french http://www.forum-smartphone.com/pas-nokia-n9-france.html and never distribute it ! according to french article :

N9 not available : in US, France, Spain, Italia, GB, Deutschland, Canada....
