Multi user Multi-Touch Support

Trying to build a multi-touch table that can support multi-users at the same time. Current build can only support one touch at a time, so if two or three people tap the screen at the same time, only one goes through. Also, if someone rests their hand down or elbow (or even drink), then no touches are registered. I've been searching for help, sorry if this is a repeat post, but I can't seem to find anything. (Dell w/ Win 8.1, 3M touch screen that can handle multi-touch.) Trying to set it up to handle at maximum six separate users at the same time but would settle for 4 users at the same time.
