Qt Creator missing after doing full Qt 5.3.1 install on Windows 7

On the downloads page it says "Qt Creator 3.1.2 is included in the Qt 5.3.1 binary packages." I have 64-bit Windows 7, so I downloaded the offline installer PyQt5-5.3.1-gpl-Py3.4-Qt5.3.1-x64.exe and ran a full install. There were no error messages during the installation. Now I have shortcuts for Assistant, Designer and Linguist but there's no sign of Creator.
I appreciate that I can just download the standalone installer for Qt Creator 3.2.0 (although only 32-bit is available?), but I'm intrigued as to what went wrong.

PyQt is not Qt, it is a 3rd-party library. You should check with the PyQt creators if they include Qt Creator in their packages or not.
