I use InstallJammer to deploy on Linux and Windows. Altough its development has been discontinued, still can be used in production.
You can also try Qt Installer Framework. Qt uses it to install official SDKs but its open for others to.

No, this tools are only for desktop. AFAIK there's no one tool allowing deploy on desktop and mobile platforms. Each mobile platform has a special deploy system.
