Vertical toolbar expand/scroll direction

I have a ToolBar locates on the left side of the layout. There are several Buttons/Icons on it. When I resize the display area to be smaller than the minimum height of those Buttons/Icons. Some Buttons/Icons will be hiden and a double arrow points to south appears. When I click that arrow, the ToolBar expand horizontally to show all the Buttons/Icons. I would like it to scroll vertically but not expand horizontally. Is there a way to do this?
