License acquisition delayed, all execution license in use

We are using a network license and when we are executing the test cases in batch mode, we are getting the message that the License acquisition delayed, all execution license in use and the test cases are not executed.
After couple of hours when the license if available, we are getting the error message connection to AUT refused.
When we are initiating the test execution, no one in the team is actively using the Squish environment and hence we assume Squish license should be available.
