Creating system-wide Qt themes? (Icons, Qt Style, etc)

Currently using Arch Linux with Razor-Qt along with various non-KDE Qt apps, but I cannot get a consistent look across them. qtconfig allows for some very basic changes, but doesn't affect icons.
How do I create a system-wide theme for non-KDE Qt apps that will give a uniform look and feel for all of them?
