Language files not aligned (not have same number of strings as total)

Hi.

What's the matter why language files are not aligned to have the s ame amount on strings inside?

Ex. aech linguist language file should be always the same number of strings (as total).
What should be change for each file should be the numebr of translated and untranslated strings.

But the total of strings for each file should be the same to have the language files aligned.
Why should be force the alignment and couldn't be done by the developer when relase a new vesrion (stable or beta)?

What language files are you talking about? Your own? How do you generate them and what's your problem with them?
