Is it so that Qt makes their Open Source users lag behind?
I mean seems like the most recent version in 5* branch is https://www.qt.io/blog/commercial-lts-qt-5.15.8-released
Still, the Installer we use (on Windows) reports 5.15.2 as the most recent thing available.

Yup... the latest 5.15.X versions (5.15.3 onwards) are commercial only. But IIRC these versions include a few bugfixes and don't add any new content.
5.15.2 is the last LTS version for free users.Free users also can upgrade to Qt6
