Can't start web installer, windows 10, fresh install. Generates error messages.

All that is created is a black window and two error messages: Cannot find MSVCP140.dll is the first error message. Cannot find VCRUNTIME140.dll is the second. The installer shuts down after the second error message.

Thanks, I did that and it did not solve the problem. I installed the VS Redistributable Package from the link provided. I checked the Environmental Path and both are on it. I also rebooted after installing the VS Redistributable Package.
