Can't install debug tools for Windows

I have this message when trying to install open-source Qt 6.03 on Windows:
It looks like this problem has been plaguing Qt installer for many years:

Is there a solution to it? There was a possibility to change a different mirror server for Qt installation, but it was removed.
Any advice will be appreciated.

There is a new, official way to select a different mirror now: https://wiki.qt.io/Online_Installer_4.x#Selecting_a_mirror_for_opensource
