What software can be used to create offline satellite image tiles for use in Qt plugin

Hello, I need to get offline tiles for a software I want to make, its mostly done, but I got stuck in achieving offline map tiles.
I tried maperative, but dont seem to be able to get satellite service anywhere.
used mobile atlas creator, and same problem, there are satellite images but nothing for my country (israel)
I tried Online Map Maker, but its up to zoom 5 which is worthless, and the price is high for an independent project I do by myself without support.
the only service I know to give satellite imagery is google maps, but seems like there is no way to generate tiles from there.
If anyone got any idea, about a recommended software for it, much appreciated.
