Qt5.13 supportsSsl returns false

Ever since we updated from 5.11 to 5.13 supportsSsl seems to always return false on windows systems where it was true before.

What could be the issue here?

Just guessing.
Maybe they change the supported version of the SSL?
(OpenSSL 1.0 reaches EOL.)

I can confirm that the 1.1.1c binaries work.
