Qt Creator supports subversion for ages already.

TortoiseSvn is just another client for subversion.

You cannot and you need not. TortoiseSVN is just a GUI that uses the command line tools of svn (respectively the libs that do the work) and Creator has its own GUI for this.

Qt Creator uses the command line clients for version control.
For SVN on Windows, for example "slik SVN":http://www.sliksvn.com/ can be used.
The executable can be configured at Tools -> Options -> Version Control -> Subversion.
It does not necessarily need to be in the search path.
