what is with ">" ?

I am of an opinion that there is a growing problem with illiteracy on many forums.
Apparently the coders of the "new coke ( anybody (old enough ) to remember that fiasco ?)" forum style GUI
are aware of this and came up with new , textless GUI and used ">" instead of "enter / send/ done ".
Fine , but adding "tool tip " describing the symbol was not in their contract.
