Unable to install Qt Creator using offline installer: complains about missing internet connection!

I've downloaded Qt Creator 4.15 installer from https://www.qt.io/offline-installers but when I run it I just see
Network connection not found. If you are using proxy, please modify proxy settings from 'Settings' or continue without internet connection. More information about installing can be found from: Qt Installer FAQ.With no option to continue, only to exit (or settings).
How to proceed? How to "continue without internet connection"? Next is grayed out.Also, knowing the address it tries to ping would be helpful in determining the issue.
