query high contrast in the operating system

in the Windows operating system can be activated in
Settings -> Ease of use -> High contrast.
In the Ubuntu operating system, you can go to Settings -> Accessibility -> High Contrast
to be activated.

Question:
Can I use Python to query whether the high contrast is activated in the operating system.
