Is indicating a community member as a troll within the code of conduct?

In recent months I have been active in this forum since I have seen with great surprise a lot of activity :-), seeing how members treat each other respectfully since it is the basis of a high quality dialogue.
Unfortunately I have seen that there is a user who:
- Write topics other than what the OP asks,
- and insults those who give you a downvote.
One may agree or disagree with the votes, but that does not imply insulting any member of the community, even if their words are generic.
If the attitude were punctual then I wouldn't take the time to write this post but the action is repetitive, the same thing happened in SO and several moderators talked to him (at least they said so) but his attitude never changed.
I am interested in having a work environment where respect is the starting point and I think it is great that this forum has placed it in the code of conduct since it highlights its importance, but the attitude of that user in my opinion goes against of that guideline.
I hope some moderator will tell me if I am correct or not.

Technically speaking, the rant comes from the fact that his answers have been downvoted many times due to their content.
We indeed value the spirit of friendliness that is core to this forum.
Moderators, as well as our community manager @AndyS, talked with him but I don't think that the new preamble of his messages has been discussed yet.

That is likely due to a NodeBB change, it is not something I have personally changed at least.
As for the member in question, it has been dealt with and that will be the end of it. Thanks for bringing up your concerns on the issue.
I will also take the opportunity (again) to mention that if someone does have a problem then you can report the post or PM the moderators or myself (if the report option is not available as this can be the case) and it will be dealt with accordingly.

I agree with your sentiments. I will say no more than I too have been the target of that member's abuse, and was not at all happy about it, so do not feel you are alone/have been singled out. The situation however is better now than it was a few months ago, at least with regard to the language if not the content of those posts, due to actions taken by Administrators of this forum. I have seen your posts and they are always of excellent quality, so do not feel unwelcome/intimidated :)It looks like the situation has changed, so I may speak freely-ish. I just wanted to say I am heartened to hear that the same has been going on in SO! Similar has also been going on in the PyQt5-mailing-list group too :)
