Windows tablet emulator

I am investigating the possibility of using Qt Creator to develop code targetted at a Windows tablet.
I am looking for some guidance on how to set up an appropriate kit
Can I, for example, use a mingw compiler
What else do I need to consider.
I realise this is a fairly open question but would appreciate some pointers

Ok, i assume its a modern app you want to make ? (winrt)

But i think you have to use visual studio.
seems mingw will not work. -
