How to write Icon Theme?

Hello every one,I have some form Icons and system Icons.
According to the authorities,they They put these ICONS in the same folder,But I don't want to do same.
It's index.theme file,How can i edit this file?[Icon Theme] Name=AppIcon Directories=64x64,64x64@2 [64x64] Size=64 Type=Fixed [64x64@2] Size=64 Type=Fixed Scale=2
parent folder==appIcon
