Mnemonic problem in persian words

I set mnemonic for persian words in my UI. But by pressing alt, mnemonic characters will be separated from others: for exampel شناسه (with & set for ش) will be changed to ش ناسه.
I guess the best is to check on JIRA and eventually file a bug report.
Are you aware of the Persian forum here?
Possibly you will find someone experiencing the same problem and having already a work-around.
The Persian forum is more active than other language related fora, which might help in your case. -
